Hartlan (/hartlan/ [Translation Unavailable]) is a subtropical Town located in the Cosea Provence of the Kingdom of Hobben.

The name Hartlan is derived from the Sylvin language, as Hartlan was founded by Èdshë Lovett, who was culturaly Sylvin.

Climate

Hartlan has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a pleasant 21°C (69°F). Hartlan receives an average of 278 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the summer. Hartlan covers an area of nearly 6 km2 (2 mi2), and an average elevation of 1472 m (4829 ft) above sea level.

Overview

Hartlan was founded durring the late 12th century in summer of the year 1091, by Èdshë Lovett. The establishment of Hartlan was somewhat plagued by a lack of willing colonists, leading to Èdshë Lovett electing to pay people to resettle in Hartlan.

Hartlan was built using the conventions of Sylvin durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Hartlan is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Hartlan is is constructed arround a series of premissive packed earth mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. Hartlan's failry decent fortifications are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.

A look around Hartlan gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes.

Civic Infrastructure

Hartlan has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hartlan. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hartlan's parks.

Hartlan has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hartlan.

Hartlan has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Hartlan has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Hartlan has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hartlan's public wards, blessings, and other arcane systems.

Hartlan possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Hartlan has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hartlan's natural decorations nor waterways.

Hartlan has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Hartlan has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Hartlan's mayor's house was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.

In Hartlan tiny harmless tornadoes plague the town.

The Thoqqua near Hartlan are known to be almost tame, such that they can be put to domestic use.

Hartlan's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves performance art to channel Chronomancy energies of tier 1 via throat chanting.

Economy

The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. Due to a magical anomaly, Hartlan is directly accessible from a nearby river, despite the lack of a physical connection between the town's pond and the river.

POI

History

In time immemorial, reportedly some time during the early 2nd century, Hartlan was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Hartlan lost 108 people, 303 livestock, and 52 buildings. The conflict ended after roughly 39, when members of Hartlan's militia enacted an operation to assassinate an enemy general. The operation was complicated by one of the key objectives in the operation requiring sticking to a very strict and short time table. The conflict ended with an assault and siege on the port, which ended in victory for Hartlan's forces. The war is remembered in legend by Hartlan's bards, historians, and legend keepers.

History
